Register of partners of the public sector (Register of partners of the public sector) or abbreviated RPVS is a legally established list in which suppliers who in Slovakia, they accept from public entities (Slovak State, respectively, e.g. ministries, then self-governing regions, self-governing municipalities and other entities of state administration and self-government) monetary payments or property above the limit established by law.

Persons who enter into a contract, framework agreement or concession agreement in accordance with public procurement regulations, health care providers, persons to whom a claim against the state or public sector entities is assigned or otherwise transferred, as well as subcontractors of such persons. Health insurance companies are also partners of the public sector.

Financial limits established by law are EUR 100,000 for one-time performance from the contract or EUR 250,000 for partial or recurring performance from the contract. These limits are assessed without VAT and are set for each individual contract. Further information is available in the Frequently Asked Questions.

As a rule, entrepreneurs who want to participate in public contracts as main suppliers or subcontractors, persons applying for a subsidy from public sources or persons purchasing property from public sector entities above the statutory limit are registered in the RPVS. In addition to Slovakian entities, the aforementioned obligation also affects many foreign persons who supply goods and services in Slovakia directly, through a subsidiary or organizational unit.

Voluntary registration is also possible, especially in a situation where a public sector entity designates registration in the register of public sector partners as one of the conditions of cooperation. We also encounter voluntary registrations when the registered entity itself wants to achieve better credibility in relation to existing or potential partners in Slovakia.

Enrollment in the RPVS is also accompanied by a mandatory verification of the identification of the so-called end users of the benefits, i.e. the real owners of the supplier who directly or indirectly control the company, or who derive certain benefits from participating in the company, e.g. the right to a share in profits, etc.

The end-users of the benefits are registered together with the supplier in the register of public sector partners, with the understanding that their data, including a description of the ownership and management structure, is publicly available within the search engine on the RPVS website.

According to the law, enrollment in the RPVS can only be ensured by a certain circle of authorized persons, which includes lawyers. With the authorized person, it is necessary to conclude an Agreement on the fulfillment of the duties of the authorized person for the public sector partner. Subsequently, the authorized person thus contractually secured performs all actions related to the RPVS on behalf of the public sector partner (i.e. not only initial entry, but also subsequent changes or deletion of entered data).
